DESCRIPTION:Description/Special Instructions: Housing Quality Standards (HQ
 S)\, as defined in 24 CFR 982.401\, are the HUD minimum quality standards 
 for housing leased with Continuum of Care program funds\, or for which ren
 tal assistance payments are made with Continuum of Care program funds. Hou
 sing Providers are responsible for assuring that each unit occupied by a C
 oC program participant meets the HQS guidelines. Inspections will be condu
 cted and recorded using form HUD 52580-A. All inspectors for CoC housing p
 rograms are required to complete STEH’s Continuum of Care (CoC) Program 
 Housing Quality Standards (HQS) training per the community's Housing Quali
 ty Standards Policy. This training will provide an overview of the HUD HQS
  Inspection form and how to complete the form according to HUD Compliance 
 Standards. The required HUD Lead Based Paint Visual Assessment Training Co
 urse is not included with this training and all inspectors will be require
 d to complete this as well. Documentation of completion of both trainings
